It buys 40 YES contracts near the best bid when the observed temperature is above 71, data is fresh, price sits between 0.16 and 0.49, the spread is at least 0.02, and over 45 minutes remain. It cancels or sells out if temperature, price, spread, timing, position, or loss conditions turn unfavorable.
